Although created for shelters, this guide - produced by the Missouri Coalition Against Domestic & Sexual Violence (MCADSV) - provides helpful information and guidance on working within the voluntary services framework and reducing rules within agency programming to better support individual survivors. In 2007, several shelters in Missouri committed to implement a reduced-rule or voluntary services approach. This experiment led to such success that it became their permanent framework. The surveys, suggestions, and philosophy of these programs are compiled in this how-to guide, which also includes examples of common challenges, successes, and logistics of implementation.
